Values: We Believe In
Building Trusted Relationships
We believe trusted and caring relationships are crucial to our success. We lead with respect and compassion to create a community where everyone feels welcomed, safe, and valued.
Advocating for Children, Families (and Systems That Support Them)
We advocate for families and champion the work of childcare providers so all children can reach their potential. The evidence is clear: early child social-emotional learning and care benefit society, so we must ensure quality and accessibility for all.
Innovating Services and Systems
We strive to provide innovative, high-quality services to our community. Children and families deserve our best. Therefore, we invest in continual growth and improvement.
Advocacy
In Alameda County, many families face a significant income disparity, making it challenging for them to thrive amidst rising costs. Hively acts as a voice for families and children, by collaborating with child care providers, community organizations, county, and state government leaders to advocate for policies that support children and families.
Hively advocates continuously on behalf of the families, children, individuals, and child care providers we serve by collaborating with community and government organizations and participating in the following:
- Alameda Community College and County Partnership CalWORKs Meetings
- Alameda County Local Planning Council
- Alameda County Office of Education
- Alameda County Public Policy Committee
- First 5 Alameda County Family, Friend and Neighbor Education Program
- First 5 Pathways Group
- First 5 Play & Learn Playground Quality Education and Incentives Program

Measure C
In 2020, Alameda County voters approved Measure C, a sales tax measure for children’s health and childcare, generating around $150 million annually to expand access to early childhood education and care. Measure C was held in court until 2024 but is now being implemented and scheduled to be in effect for the next twenty years. The initiative provides funding for early childhood education, child care, and pediatric care.
Measure C aims to enhance early childhood care and education through three key goals:
- Connected Families: Providing families with the information and support they need to access early childhood services.
- Enhanced Programs: Sharing expertise and resources to ensure high-quality early education for children.
- Supported Workforce: Prioritizing professional development for child care providers.
First 5 Alameda County is the administrator of the child care, preschool, and early education portion of Measure C’s revenue. Learn more about First 5 Alameda County’s strategic plan here.
